ABOUT JUDITH SAMUELS

A passion for humanitarianism must be at the heart of all social endeavors, but it takes more than just will to make an impact. Through management experience in the private and public sectors as well as expansive research, I’ve learned that organizations must take a more rational, data-informed approach to decision making in order for their mission to be carried out successfully.

At the start of my career in the telecom industry, I was introduced to evaluation and research, finance and methodology and statistical and analytic techniques. It was at this time that I also began managing large-scale projects and organizing teams with a humanistic approach. My passion for data, management as well as academia then led me to pursue a doctorate degree and in parallel found my first non-profit consultancy, SP3 Innovations. The knowledge I gained through this time led me to create the role as managing director at the UJA Federation of New York and I transitioned the organization's culture to becoming more data-informed and strategically focused. Since then, SP3 Innovations has grown into The Samuels Group and we've carried out the same work ever since. 

My educational background includes a PhD in public service from NYU, an MBA from Rutgers University and a BA in sociology from The College of New Jersey with expanded studies in electronics engineering. My breadth of research spans from health and mental health services, to homelessness, to policy and interventions.  My work with homeless families is cited in the President's New Freedom Commission on Mental Health’s final report and I was the lead author on a seminal paper, Homeless Children: Update on Research, Policy, Programs and Opportunities commissioned by ASPE at HHS.  Over the years I've had the great pleasure of serving on many nonprofit and research advisory boards nationally and in New York City.
